The Staten Island Expressway (I-278) is the only major highway across Staten Island, and the lack of a Richmond Parkway across the southern half of the borough means that the expressway performs double-duty for both cars and through truck traffic.

The expressway is an inherently safe road, but the variance of speeds along the roadway deducts points for safety. Much of the safety problem stems from the chronic congestion even during off-peak hours. An HOV lane is a necessity along the length of the expressway. During the late 1990's and early 2000's, the NYSDOT made significant improvements to the roadway surface and signing, and installed a variable message system to pinpoint traffic backups.

For the most part, the Staten Island Expressway is not aesthetically pleasing, except upon approach to the Verrazano Bridge. However, the unfinished exit ramps and overpasses for the Richmond Parkway near Todt Hill are a "roadgeek landmark."
